In Punjab government civil hospital is only for legal formalities

It has been said that health is wealth but today it seems general public’s health is not secure in the hands of ruling party, to preserve good condition of one’s body, in the time of disease the medical treatment must be available at the door step and it is the mandatory duty of every government to provide medical facilities to every citizen of India to survive.
In Punjab the medical facilities provided by government in civil hospital all over Punjab has a pathetic and miserable condition.  In government hospital there is no proper infrastructure and medical staff to look after the patient.
Ludhiana is the metropolitan city of the Punjab but the civil hospital of this city disclosed the government’s health services to the common man. In this hospital senior doctor, accountant and other staff sit in a small duty room where the doctor check up patient who got wounded in any scuffle or fights and medical staff keep busy to register their MLR.
If there is any emergency patient admitted in civil hospital there will be not spare/extra doctor to provide first aid medical treatment to patient.
There are always a number of MLR cases and on duty doctor cannot handle all patient at a time. As a result ordinary poor patient could not get proper medical facilities in emergency time. The hygienic condition of wards and toilet is so bad. There is no proper medical staff to care the patient regular.
It seems, government civil hospital is made for the treatment of prisoners and a place of post mortem an examination and dissection of a dead body to determine cause of death or changes produced by disease or to complete legal liabilities of MLR to procure medical report all time police personnel roaming in the hospital. 
A private hospital of merely100 sqd yard provides more facilities to a patient but in civil hospital there is not a single person responsible to attend patient. In civil hospital doctors have over burden of legal work all time to prepare legal report of all post mortem, admitted prisoners health report and MLR.  
If government wants to welfare of the citizens must have to change their criteria policy to provide medical facilities to general public and take appropriate step to provide medical facilities to a common man in civil hospital. There must be separate department and doctor teams for legal work as MLR, post mortem and prisoner’s medical checkup.
